(1) There will be a service fee determination committee with the following chairman and members to determine the service fee for the use of water resources developed by the Government of Nepal and also to determine the rate of additional service fee to be paid by consumers who do not pay the service fee within the stipulated time:
(a) The person appointed by the Government of Nepal – Chairman
(b) A person designated by the Government of Nepal from among the consumers – Member
(c) Person designated by the Government of Nepal – Member Secretary
(2) The meeting procedure of the service fee determination committee can be determined by the said committee itself.
(3) According to sub-rule (1), the service charge determination committee shall determine the service charge on the basis of factors such as discount rate, appropriate benefits, method of structure, changes in the consumer price list while determining the service charge.
